MISSOURI--- Testimony before the Missouri House Committee points to an expansion of mental health services as a way to reduce the number of inmates in state prison. Advocates say that when mental illnesses are properly treated, those patients are less likely to commit violent crimes. The lawmakers will hold five more hearings through the middle of November. Legislation can be prefiled starting December 1st.
