MISSOURI--- A push to put a one cent highway sales tax on the ballot is already being challenged in court. The Missouri Association for Social Welfare claims the wording of the initiative petition is unclear. The group says it could be taken to mean increases in one or two taxes and that there are questions whether the use of "one percent" to describe the increase is misleading. Supporters of the tax hike are passing petitions statewide in an attempt to get it on the November 2014 ballot.
