DELAWARE COUNTY, OK.--- Criminal charges will not be filed following an investigation into a $13.5 million lawsuit against the Delaware County Jail. In November 2011, 15 former female inmates filed a lawsuit accusing former Sheriff Jay Blackfox of ignoring allegations of sexual abuse in the jail. The accusations ranged from groping to sexual assault and rape.
The state attorney general appointed Kay and Nobel counties district attorney, Brian Hermanson, as special prosecutor in the case. He determined because of the lack of cooperation from the accusers, no criminal chargers would be filed. A former county dispatcher testified inmates were assaulted by a volunteer deputy and former jail administrator.
