Neosho Ethics Board Appoints New Chairman

NEOSHO, MO.--- The Neosho Ethics Board appoints a new chairman to head the committee. Current Board Member, Andrew Hamby, will now serve as new chairman of the Ethics Board. Moments after the appointment, the two board members went into closed session with their newly-selected special counsel. Almost an hour later, they emerged from closed session with a list of recommendations to the Neosho City Council.
Board members say it appears six of the seven alleged violations against Councilman Steve Hart are charter violations, a two of three alleged violations against Councilman David Ruth are also charter violations. The board also said it lacked the jurisdiction to hold hearings and determine violations in matters like this. As a result, they recommend the alleged ethics code violations be referred to the city prosecutor.

They recommend alleged charter violations go to the county prosecutor and attorney general. They also recommend that the charter be amended, eliminating the board or restricting its function. They are advising city leaders to revisit the charter every year. The Neosho Ethics Board has been meeting for several weeks to discuss unethical conduct by two Neosho City Council members. They now await a response from the Neosho City Council.
